The issue opens with a column dedicated to the 85th anniversary of the editor-in-chief of the journal “Economic and Social Changes: Facts, Trends, Forecast”, RAS Corresponding Member, Doctor of Sciences (Economics), Professor, Honored Scientist of the Russian Federation Vladimir A. Ilyin. Its authors were well-known economists and sociologists representing the circle of regular authors and reviewers of the journal: RAS Corresponding Member Zh.T. Toshchenko, Dr. Sci. Their essays are devoted to understanding the multifaceted contribution of V.A. Ilyin to the development of academic science. Colleagues and like-minded people of Vladimir A. evaluate his role in the establishment of the scientific center, in the development of the journal as an authoritative platform for professional discussion, as well as in the study of fundamental issues of public administration effectiveness. The presented materials serve as expressive sketches for the portrait of a man who, admittedly, embodies the best features of the Russian scientific environment.
In the article “Effectiveness of Strategic Public Administration: The State of Russian Society Following Four Years of the Special Military Operation”, prepared by RAS Corresponding Member, Dr. Sci. Traditionally, the issue of the magazine ends with the heading “Monitoring studies”. It reflects the dynamics of a number of parameters of social well-being and socio-political sentiments of the region's population based on the results of the previous “wave” of monitoring (February 2026), as well as for the period from February 2025 to February 2026 (the last 7 surveys, that is, the year of measurements). The research results are compared with the average annual data for 2000 (the first year of the first presidential term of V.V. Putin), 2007 (the last year of the second presidential term of V.V. Putin). Putin, when the highest ratings of presidential activity were achieved), 2012 (the first year of the third presidential term of V.V. Putin), 2018 (the first year of the fourth presidential term), 2023 (the last full year of the fourth presidential term) years. The annual dynamics of data for 2007–2025 is presented.
